Metropolitan District General Explanation

The Jefferson Center Metropolitan District No. 1 is a Title 32 Special District that has been established for the purpose of financing and installing street, park and recreation, water, sanitation (including stormwater), transportation, mosquito control, safety protection, limited fire protection, and television relay and translation improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Amended and Restated Service Plan for the District approved by the City of Arvada, Colorado, on March 1, 2004, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Arvada, Jefferson County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Arvada does not provide.


The District is one of six Title 32 Special Districts, which include Jefferson Center Metropolitan District No. 2, Vauxmont Metropolitan District, Cimarron Metropolitan District, Canyon Pines Metropolitan District, and Mountain Shadows Metropolitan District (together with the District, the “Jefferson Center Districts”), that serve the “Jefferson Center Development Area.” The Jefferson Center Districts each operate as distinct and separate entities.

The District, Vauxmont Metropolitan District, Cimarron Metropolitan District, Canyon Pines Metropolitan District, and Mountain Shadows Metropolitan District may collectively incur a maximum debt of $450,000,000. Ad valorem property tax revenues, tax increment revenues, specific ownership tax revenues, payment in lieu of tax revenues, and other legally available revenues of the District may be used to repay such debt.

The District may assess a maximum mill levy of fifty (50) mills to repay such debt. The maximum mill levy is subject to adjustment if there are changes in the method of calculating assessed valuation or any constitutionally mandated tax credit, cut or abatement on or after January 1, 2004.

The District is not statutorily required to file an Annual Report with the City of Arvada or the Jefferson County Clerk and Recorder.
The District boundaries overlap with the boundaries of Jefferson Center Metropolitan District No. 2, Jefferson County School District No. R-1, Jefferson County, Arvada Fire Protection District, Coal Creek Canyon Fire Protection District, Apex Park & Recreation District, City of Arvada, Urban Drainage and Flood Control District, Urban Drainage and Flood Control District – South Platte, Regional Transportation District, and Moffat Tunnel Improvement District.

The following process is in place for matters of an emergent nature, which is defined as matters that are urgent and require prompt attention which cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, and/or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the "Contact Us" page:
